MEU1 Residency Permit

MEU1       The Yellow Slip      (The offices are usually open from 8 am to 3 pm)

EU Citizens who wish to reside in the Republic of Cyprus for more than 3 months are required to apply for a registration certificate (MEU1) also known as the yellow slip.

You can apply through the local immigration office of the Ministry of Interior Republic of Cyprus using form MEU1 A fee is payable but the permit does not need to be renewed.

The process of acquiring a the permit

For most people it is a formality, but it can be a bit bureaucratic. It is a process of at least three steps:

  1. Meet up in person at the local immigration office to book an appointment time to apply for the MEU1. You will be informed of the fee you will need to pay and provided with a list of documents you need to bring for your appointment..
  2. On the designated day you attend your appointment to go through and review your application and accompanying papers. The appointment can be up to a few months later!
    Remember to bring two copies of all documents, not just the originals.
  3. If everything is in order and all papers are approved, your application will be approved. If not, you will need to go and book another appointment at reception.
    If everything is in order, you will have your picture taken and you will receive the yellow slip straight after the meeting.

Documents To Take to Interview

Completed application form (MEU1)

Valid passport

Birth certificates

Marriage certificate – (which has to be Apostilled from the Country where the marriage took placed)

Your rental contract. Make sure it includes the address.

  • Adequate income….pension or any other mean of income
  • Proof of funds in a bank (Overseas or in Cyprus)
  • Proof of comprehensive health insurance if not in receipt of an S1 Card for retired people

The S1 Form (Medical Card)

For Retired Persons

EU retirees living permanently in Cyprus can apply for a Cyprus medical card by producing a certificate of entitlement known as the S1 form, You have to be in receipt of a UK State Pension to be able to apply.

The S1 form allows access to healthcare on the same basis as a national in Cyprus.

If you have a partner who is below retirement age they will be entitled to free healthcare under your card.

The S1 form must be requested from the country where Pension Benefits are received. UK citizens can request an S1 form via the International Pension Centre by calling: 0191 218 7777

When you receive the S1 Form, fill it in and take it to the Citizens Service Centre in Cyprus along with your passports and any other documentation it asks for, the Citizen Service Centers are located in all towns, there is one in Paphos at the main Post Office, and after seeing one of the advisors they will take copies of all the documents and send everything to Nicosia, from there it takes around three weeks to receive your medical card through the post, and then you can register with the doctor of your choice.

When you register your s1 form in Cyprus It also triggers your removal from the UK

It should be noted that, if the ‘pensioner’ should die before the dependent is of pensionable age themselves, the dependent will cease to qualify for reciprocal healthcare and will need to provide for themselves until they qualify for their own UK State Pension.
